This summer, the new European End-of-Life Vehicles (ELV) Regulation officially came into force. This marks an important step for Europe towards a more circular automotive sector.
The regulation looks beyond the treatment of vehicles at the end of their life. It covers the entire chain, from design and production to reuse, dismantling and recycling. Key elements include circularity, the use of recycled materials, the reuse of parts and improved traceability of vehicles and materials. The scope is also being further expanded: in addition to cars and vans, there are now also requirements for ltrucks, buses and motorised two-, three- and four-wheelers.
The broad outlines have been set out. Now the real work begins.
The new regulation sets out an ambitious framework, but many provisions will need to be further elaborated in the coming years through implementing and delegated acts issued by the European Commission. These will help determine how the legislation is applied in practice. But what does this mean in concrete terms for manufacturers and importers, dismantling companies, recycling companies and other stakeholders?
Febelauto is therefore launching a detailed analysis of every article and every annex of the regulation. The timetable for the forthcoming European implementing and delegated acts is also being closely monitored. In addition, the PRO is organising workshops for its members and the sector to explain the changes and to consider the practical implementation together.
Cross-border cooperation
The implementation of the new ELV Regulation is not limited to Belgium but is a European challenge. International cooperation, knowledge exchange and consultation will be crucial to actually putting the ambitions of the new Regulation into practice. That is why Febelauto, in collaboration with its Dutch counterparts ARN, established the ELV Forum, an international platform for organisations from various countries active in the field of extended producer responsibility (EPR) for end-of-life vehicles.
